  6. This is a version of the Unix utility of the same name.  It allows
  7. one to set the date and time of any file or group of files to "now"
  8. (useful for forcing a makefile into a recompile) and (with version 1.10)
  9. will create a file if it is explicitly named but does not already exist.
  10. This supports Workbench 2.0 wildcards and uses the 2.0 argument scheme; 
  11. 2.0 or later is required.  Version 1.10.
